“From can till can’t” is an old-fashioned expression that refers to working outdoors from the moment when it is first possible to really see what you’re doing right up till the moment when you no longer can. (Or as some Texans pronounce it: “cayin till cain’t.”)
Texas is still largely an agricultural state, we also have a huge construction industry, and there are millions of other outdoor workers of various kinds. So even Texans who now earn their living in computer-related fields sometimes still use expressions that originated in rural life.
Millions of hard-working Texans still know what they mean.
